After doing some thinking and assesing. I've come to the conclusion that SEGA is a company full of suprises. Those who are skeptical of them building a new console are probably correct, but I can say they still may be wrong.
The facts about SEGA having a miltary grade top secret policy is TRUE.
From looking at thier recent behavior, in regaurds to some of thier big releases, you'll all notice that there have never been rumor mills reguarding Sonic 4,Bayonetta, Yakuza that have leaked out by anyone except SEGA themselves. When Sonic 4: Episode 1 was annouced as Project Needlemouse in September 2009,no public info was leaked out, of any kind. Also until Sonic Generations was annouced by SEGA nobody had a shred of tiny information on it.
This proves that SEGA rather keep thier name off of rumor sites. And that they go through great lengths to keep information from getting out. So if you ask a game journalist if SEGA will return to the hardware business, they will anwser with a NO since thats what most people involved in the industry see that they don't think SEGA will change thier business structure anytime, if you come across a rumor site saying yes, chances are thier information is inaccurate. The only way to recieve accurate information regaurding SEGA is to find a rumor site from Japan, as the admins would have have contacts within SEGA HQs.
Having studied each SEGA's console projects, it shouldn't be suprising if someone claims development is top secret. Except Dreamcast, all SEGA machines' development were kept top secret. SEGA always builds an arcade board, modifies it with off the shelf hardware and uses that for a console.Development for a console is usually 18 months to 2 years. As for 3rd party support, SEGA does not sent out development kits out until a year in advance. Most of the time,Japanese publishers have already signed on earlier than western publishers.
My assement?Depending on what SEGADRIVE is built from, we will not know whether they will build a console or not until they say so.

Check this out, a sequel to the old 2004 mid range NAOMI board the Chihiro(Xbox based arcade) shooter "Ghost Sqaud" has just been book for test running this weekend ONLY!

Model 2 was annouced at JAMMA 1993, NAOMI was annouced at JAMMA 1997. The last high end arcade board to be unveiled at JAMMA was LINDBERGH back in 2005.
Also at JAMMA, the new arcade board usually has NO playable titles. Just demos.

Isn't there also a fall show of some kind also? I was looking through a really old GamePro (10 years ago or something) and it was from November and had a writeup on a show that had taken place in the prior month. Of course considering the sorry state of the arcade business in general it's entirely possible a few conventions got the axe...

Japan's two annual arcade tradeshows are AOU and JAMMA. Other than that, there are no other arcade shows in Japan,elsewhere there's Penny Arcade EXPO but thats in late October. When SEGA left the hardware business, it was moved to once a year in mid/late September. Its been that way since then.
