This would mean that the hardware is completely original and unqiue. Sega is based on all the hosts of non-PC hardware of the mall. As a measure to streamline the hardware a bit too expensive if the family consumer costs, Sega will simply modify it to use cheaper components or hardware to set the power simlaur but not expensive...

You hit the nail right on the head. SEGA's most unique boards have always been non PC based. I would say the best of the family of off the shelf arcade hardware was Model 2. Which of course eventually powered Saturn's hardware using cheaper low res hardware.
NAOMI unfortanley wasn't impressive. The KATANA archtecture that SEGA choose over BLACK BELT just wasn't powerful enough. SEGA obviously learned that lesson as they had attempted to return to the hardware business in 2005 in what would have powered the LINDBERGH based console "Cosmic Smash" a.k.a project PHOENIX. SEGA had already choosen Intel Pentium 4 as its sole mircoprocessor, and planned a Power VR 4 GPU. SEGA was trying to avoid PhysisX fearing it would spike budget.
This console orginally was being preped for a late 2005 Japanese launch and late summer '06 rollout worldwide, but in early 2005, newly formed SEGASammy's boss Hajime Satomi decided the company was doing fine as a publisher and canned the project. Instead, SEGA took the parts, threw out the Power VR 4 chip and strung together 2005 PC componats.
