I was always willing to do this but I didn't really have a direction to go because I never had a dreamcast when it was officially supported and I live in North America so it was "Sega Net" and I am not sure how different that was. For the forums part Online Consoles forum is dreamcast compatible and I think it uses phpbb2. Might be wiser to find an alternative for faster loading times. Here is a javascript IRC client: http://www.levelthreesolutions.com/jisirc/ I am not sure what Dreamcast Talk uses and the possible integration with it. Would also be cool to have a dreamcast compatible version of the site. Blueswirl has all the game save, vmu downloads. There are a lot of possibilities on how to do it.
EDIT: Anybody know any lightweight forum that doesn't require css? Something that maybe suited for a WAP browser? It would be fast even on dialup?

Only 3.0 supported flash and that's like flash 1 or 2. Youtube requires at least flash 8. It might even be 9 now. Even if it did you want it to be as simple as possible so it can load fast on dialup. I have a PC-DC server so I get like 15-33 kbps. Think basic html/javascript. Also most people use XDP which is a homebrew browser which might actually support the new css but no flash. The planet web 3.0 supported old Java too. But even if it does support the new css it will only slow it down.

Nop.. Just html 4.0, and javascript 1.0. Everything else is pure science fiction for the dreamcast.. Some homebrew browsers have flash support but its extremely weak, its not even worth mentioning. Old versions of flash that no one uses and it doesnt even render well.

Yeah. would phpbb 1 work good? I might want to strip it down to make it fast but if it works then you could integrate those forums with DC-talk lol.
