because modems are not divided, but conexant and others, modems are divided into hardware and software and believe my experience, I have not seen a single hardware PCI modem yet.
P.S. I know about the existence of hardware PCI modems, but the chance to find them and buy them these days is almost zero, 99.9% of PCI modems are software, so my answer is, NO, don't chase the ghosts, buy a DELL and play without problems.
Do not repeat my mistakes, no need to spend money on a bunch of unsupported junk that will not work, buy a supported modem once and you will not have any problems.
