I reinstalled imgburn and the dreamcast cdi plugin files are there, still getting the same issue.

I would check that the cdr says cdr on it.. i once had a pack that had dvd's if you dvd burner is detecting them as a dvd then it cant burn a cdr cdi image to a dvd.. what ever the case the burner thinks your cdr's are dvd's can you take a picture of one of the disks..

Ok I got it to recognize the cd and I can start the burn, and then of course I get an error and it doesnt work.

Can you burn a normal music or data CD?

It looks like a hardware error, see if the cd player is functional.
