I think i figured it out, just put some junk info in the email setting of isp-bank 1. i also put in a junk real name.

I connected online with JP V2 on USA Dreamcast using patcher disc and dreampi. Had no issue.

because it's a lot cheaper than pal and ntscu, so i guess i can buy that and find a way to configure it

i have been advised against doing exactly that, i believe the reason was missing patches for jp ver and more bugs/issues with it in general.
but maybe it doesnt matter if you just register then move onto a different version.

In the end, I resorted to buying a copy of PSOv2 US. It was sealed, so the SNAK has never been used. Just used it and works wonders.

Japanese Dreamcast games only consider your internet settings to be fully set up if you have "set up" an email address. Putting a bunch of random numbers in my email settings fixed all my problems and I was then able to register a Japanese SNAK to my Dreamcast's internal memory.
