Actually, I already bought the sealed US disc, and I connected to Sylverant already using that new SNAK.
It wasn't that expensive, as I have paid a lot more for used games, even games that are not that old (I'm looking at you, Mario and Sonic at Rio 2016 for Wii U).
And yeah, I'm using Aleron Ives' disc now. I can't believe how fast that disc is.

I'm glad you got it resolved. I've never been able to test the Dricas stuff, since my JPv1 and JPv2 never complained about my ISP info with the BBA.

I've connected to syl with legit PSOv2 jp.
Booted with the patcher disc, no issues with dreampi on a ntsc console with modem info from q3.

I... I don't think this DC has original settings from back then... This has been heavily internal memory formatted several times in the past. So, who knows... Tried your method, again erased the internal memory, tested PlanetWeb, no settings. With XDP4LE I used the 1st ISP bank editor, confirmed it was empty.
Booted up Q3A, set the stuff (after the game tried to sell me on the concept of SEGANET(TM)(R)), tried to dial, dialed to DreamPi, connected to the master server, disconnected.
Went back to the boot disc with PSOv2J, and still complains about the Dreamcast Browser settings. So, :drumroll: I had to use the US SNAK I bought past week.
