I saw in one of the earlier posts you mentioned that Q3A is 20fps or so. I'm sure this is the case based on what I've played of the game but I'm sure it targets 60fps with an unlocked framerate though obviously it will never achieve this.

Is the game disqualified because it doesnt hit 60fps in most scenarios?

Nope, it's locked at 30fps.

The list of NTSC-U 60fps games is now complete! There are exactly 128 games released in North America that run at 60 frames-per-second. Oddly enough that's almost exactly 50% of the library.

Check the Naomi games ported to DC not on the list yet, I think most of them are 60 fps.
