Sonic Adventure 2 Black Market Question

I was wondering if you could still access the Black Market in SA2 on DC because I didn't know anything about a black market till the gamecube version of SA2Battle. So I guess I am asking if it is like an update to your vmu or if it was only online for the Dreamcast, and if anyone has made a way to access it if it is only online.
