There were several official 1st party dreamcast related websites, some devoted to particular things, like seganet. The primary one I can think of for US audiences for nonstop information and advertising on the console, games library, vmu downloads, etc would have been Sega's homepage circa 2000/2002.
It had a black background and menus to navigate to read promotional stuff about games, etc. Archive.org has a tiny bit of it cached it seems, although it gets confused with sega's modern day webpage too. This will give you an idea of it.

There's a Youtube promo video below which includes some footage. Though the surfing is misleadingly fast! A 33k modem was not the best! I remember pictures slowly building as you waited, it was kinda magical, but rather frustrating. Here in the UK we had Dreamarena. They gave the site a revamp in 2000 which was much more colourful and stylised, but as we all know, it was rather shortlived...
The online footage is at 01:52 to 02:48

I've got fond memories of what it looked like. Back in the days of Internet Explorer 5,Windows 98(By HS, mostly every computer or workstation I went to had Windows 98) and High School High Speed DSL.
The original website as it appeared on Sega's official website consisted of the same design and "Warp" themes used in the magazine advertisements. Back in 1999, websites just started using GUI displays, so webpages didn't look so basic, and archaic anymore like they had for the past 4 years.
It was cool looking. Also, Flash had also been introduced so it was even cooler looking at the ad on top of the page change every second.
You could also order a Dreamcast SKU from the official site factory built. I still have fond memories seeing the US NTSC design with the grey triangle and the fake wire sticking out of the back.

Are we talking about sega.com or the home page from the DC browser? Because I know Sega took all the Genesis/Saturn stuff off their homepage around the time the DC was announced.

Sega.com homepage. Everyone else was talking about towards the end in 2001. I was talking about Spring 1999.
