Too Many Active Connections on Site

I have seen this error 2 times in the past 2 days trying to access the site it wont let me access it. Not sure if that means too much server activity or something else....

I'm sure everyone has been getting these annoying SQL errors. I haven't figured out if it is the database needing optimized or if it's my web host who is known for putting too many users on one "box" thus causing issue... This appears to crop up at least once a year.

Just happened 5mins ago
General Error
SQL ERROR [ mysql4 ]
User dctalk_phpbb already has more than 'max_user_connections' active connections [1203]
An sql error occurred while fetching this page. Please contact an administrator if this problem persists.

Still investigating this issue... appears to be my host's problem.
