Visual Novel Homebrew Concept/Inquiry

Hey guys. Longtime DC gamer, first time on a forum centered around it.
I've been playing a lot of homebrew games lately and have had the thought a few times; why hasn't anyone (afaik) attempted to do a visual novel homebrew game? Seems like a no-brainer with how many there were for the console (there were even more for the Saturn).
Not a game designer at all, so I'm not sure - are there any technical hurdles there? I'd be interested in working with someone on a concept I have, based off the story/characters of the manga magazine that I publish (Youth Authority Magazine).
