For Saturn the most popular and active is probably the "Saturn Shiro!" discord, you can get the discord link in here
https://www.segasaturnshiro.com/social-media/ (I prefer posting it like this because over time invitation links stop working)
For dreamcast the dreamcast-talk discord is active, but has been having problems with moderation for years now, because of that some other users created the SEGA online discord, that one is totally active, moderated and has bots for helping with events and game scheduling. Here is the link for it
