Completely Stumped. Controller Port B on VA2 Dreamcast unresponsive.

Hi,
I recently acquired a VA2.1 Dreamcast, manufacture date October 2000. The issue I'm having is every controller port is working, EXCEPT port B. Even after replacing the controller PCB with a tested working one!
I have replaced the controller PCB with a known working one, and port B is still unresponsive. I have tried two different known working ribbon cables. I have tried 3 different controllers. I have checked all fuses and capacitors.
I have tried everything to fix this. I have tested continuity on all the PCB connectors and controller port B. I have tested continuity from controller port B to the test points on the main motherboard, without any connection issues! This tells me whatever is breaking, is breaking after the controller PCB connector on the main motherboard. I don't see any visible damage on the motherboard.
