I have seen videos online of people using Ubuntu to take there Dreamcast online, how hard is this to do and would I still need to buy other things to make this work? I have a Pi 400

Just look up and use Dreampi. There's a couple of bits you'll need but you'll find the list of stuff you need by searching Dreampi on Google.

You’ll need a compatible USB modem, a line voltage inducer and a Raspberry Pi running DreamPi or a Windows PC running a custom Ubuntu image (see link here) https://dreamcast-talk.com/forum/viewto ... =3&t=12731

Yeah can’t really afford it dude, not got that money to spend so if I have a pi 400 I am half way there, I know I need a line voltage and modem, I can afford that I thought if I could buy those then just put the dreampi image on a sd card I would be cool but I don’t really know.

The pi400 is just a pi4 with a built-in keyboard (I know there's some minor technical differences, but none of them affect Dreampi).
So, yes. You can get the line voltage inducer and modem, then you just need an SD Card to flash Dreampi onto and you're good to go.
