PSO curiosity???

To all the big PSO experts out there, and especially BlueCrab and Aleron Ives, I got given a freebie orange item whilst online named the “Christmas Card”. Given in good faith but it’s sparked my interest.
On PSO world, it says this item is currently banned. Is this still pending? What I want to know is what use does it have if any? And, will this prevent me from passing the legit checker on Sylverant?
I’ve already had one bad experience of a member dropping bad items (hacked), and although I have a backup I’d still like to know about this particular item and if I can keep it without harm being done.
