I have two copies of Test Drive Le Mans, and while testing them to sell one, I couldn't boot either copy. I get past the Sega load screen, then the Infogrames splash, but at the Infogrames Melbourne House splash screen it says "OVERLOAD" and won't go any further. Not even a soft reboot will take me to the DC menu.

Is this a common issue with the game?

I assume it's an NTSC game and you're using an NTSC console? If I were you I'd burn a boot disc like DC-X (you can find it on theisozone) and try booting it and seeing if that works.

If you've overclocked the DC that might account for it too.

That bug happens on some dreamcast emulators too. Even on reicast emulator for android.

Reicast libreto recently fixed that problem.
Now they have to fix, the looping audio problem.
