Update: I got my old vga monitor and I was able to finally test the vga cable directly, and you were right.
No interferences and no flickering, I didn't expected that.
So the culpript is indeed the vga-hdmi adapter, that works fine with other things but not with the unique dreamcast signal.

I was thinking about trying a "VGA->Component" adapter, do you think it could be the solution?

Yeah just have to have a better VGA 2 hdmi converter..
I went thru it so i know.. i showed the one that worked for me .. I think china lucky dip is just that..

It works perfect no flicker no lines but is shifted to the right..
But all the vga cables are the same there all made in the same factory so no point paying more not matter what people try to tell you..
all made and branded in the same place

thanks, yeah I remember that you also suggested this adapter in previous posts.
How much the image is shifted to the right?

as much as in other adapters
90% of adapters are made on the same chip, the difference is only in the name of the adapter and its price, the adapter that Ian suggested differs only in the absence of a DC connector, otherwise it's still the same bitfunx, pound, etc.

It should have less issues than "vga to hdmi" adapters at least in theory...

This cable only works on devices that can output (or receive) component video to/from a DB15 plug like some projectors. AFAIK all the Dreamcast VGA adapters are RGBHV.
There is no conversion involved in these cables, all that is connected are the RGB (ie pins 1,2 & 3) & the respective ground lines. I know because I have one of these cables & have checked the wiring.

in fact they sell these component cables "for projectors" .
so the cable should be "rgbhv to component"?

Converting RGBHV to component (or vice versa) will always involve some sort of transcoder circuit, it's not something a simple cable can do.
