That's correct. But that's just the sticker on the shell. What matters is the actual hardware internally..
Maybe you have a PAL VA1 shell that internally hosts a VA0 hardware - this something common to come across. Many users do exchange their shells over time, for various reasons : i.e. to replace a yellowed or damaged shell..
Nowadays, the most efficient way to determine a DC mobo is to open the console and check the controller port PCB fan connector: 3PIN = VA1 / 2PIN = VA0

Still don't know if VA0s were sold @ launch or were strictly the rental units

Love having two NTSC-Us but NTSC-J by shell it never numbers them 0 1 2? Just have to see fan

Sorry to bother you about what is probably nothing to do with the VM2, but I decided to fix the controller PCB so I took it out, changed the battery to a replaceable one, changed the capacitor, replaced the F1 resistor to a resettable fuse, and it still doesn't work.

I didn't do anything with the R1 resistor, could that be the issue here? I can't find information about it, can I replace it with a resettable fuse like I did with the F1?

I'm not quite sure - I think you can't. Probably the R1 is not relevant to the controller(s). I think it has to do with the battery or the LED.
So, I can't guess what's wrong with the specific console - except this : are you sure that it runs in stock speed and not overclocked?
Because I can guess that you've bought it as a used console from someone else, correct? So, how sure you are about its internals?

I'm not 100% it's not overclocked, but I don't see any other mods that I haven't done myself, which is trying to fix the controller PCB and putting in a GDEMU and replacing the case.

I just checked and the VM2 shows up in ports 2 through 4, so it's only the first port that is affected. I guess I can live with that.

Oh, since the VM2 does appear on ports 2~4 then overclocking is ruled out for sure.
Something else seems to be the issue here, (maybe internally to the mobo?), that prevents the VM2 from being recognized..

New VM2 firmware has been released, which addresses some of the games that don't behave well when save file copy protection is disabled by default.
