Because if its possible to execute, it would be pretty neat to play Standard DVDs on Dreamcast. That was the one Achilles' heel that got people hyped over PS2.

You can play VCDs with it though. I remember watching Jurassic Park 3 on my Dreamcast weeks before it was in the cinema...
But you're missing the point of my previous post. I'm sure you meant lens, not LED...

Also, wouldn't modifiying Dreamcast using a PC-CDROM lens allow Dreamcast to read Windows 98/2000/XP games?

No. The Dreamcast can already read CD-R's as is. Assuming the Dreamcast chipset is fine with reading PC games due to Windows CE compatibility, it's probably due to BIOS coding of some sort. You know, that strange ring on the disc, near the hole in the centre.
Benefits:
- Play up to 10 Dreamcast consoles on the same internet link when the game requires port opening, like a Lan Party/Events/Expo.
- Get ports...
