I have read about it, problem is, i never saw it beeing used on the dreamcast, so i didn't know if it would work or not.
I read online and saw some cases where even that mixture doesn't work, they were rare and i didn't figure out why it didn't work.

If it worked for you then maybe it will work on my dc, i should try and do that gel

I don't see any reason it shouldn't work on yours. I didn't use any specific strategy. Just 15% hydrogen peroxide, vanish oxi action powder, and agar agar (no glycerin, I didn't have any).
I've found a couple other cases of the use of retrobright on Dreamcasts here and here (towards the bottom of the page).

Why is it yellow? people blowing cig smoke on it for 10 years?

No, The type of plastics they use have chemicals in it that cause it to do this when exposed to certain conditions (mainly by heat and UV light) for a prolonged period of time.
