Help my dreampi isn't working

So I bought a pre-made line voltage cable and I've got my raspberry pi 1 and sd card with dreampi 1.4 in and I've set up dreamkey 3.0 to exactly how it's meant to, but the dreamcast just says line is busy and the dreampi just showing something but no responses. I have no clue what to do?

Are both lights lit up on the modem when the DreamPi finishes booting?

I have no online software expect from Dreamkey, I have psov2 but only pirated 'till my copy I bought from ebay arrives.

I'd say the line voltage inducer is the issue but it usually says there was no answer, not line busy. I assume you're using a PAL Dreamcast, right? I ask because the PAL modem requires two batteries rather than one. Also, could you take a picture of how you have everything hooked up?
