Static on white/light colours on screen

Hi guys!

My Dreamcast is having a weird issue with static, but only on parts of the screen that are coloured white or a very light colour. When I first turn on the Dreamcast, and it has that console opening with the logo and all white background, its a static nightmare! I'm currently playing Blue Stinger, where the protagonist is followed by this white glowy fairy-like characters. Everytime she flies right in front of the screen, static shows up where she is. When I look at the sea, the light blue sky gets static but the sea itself is fine. It also affects other games. Parts of the screen with colour are generally fine. Only white/light gets static.

Can anyone help me with this? I'm not a tech guy so please write as if I'm a child so I can follow.
