Starlancer isn't hosted by OnlineConsoles, it's hosted by Gamespy, just like 4x4. OnlineConsoles just got a small software written by someone working at gamespy to host a server in case that gamespy stops supporting the game, but since gamespy still support it we don't need to use that private server yet and probably won't need it for many years to come.
I have someone that work's, or at least to work for Gamespy, on my buddylist for Gamespy Arcade...which i have almost 300 people on it...and only 1 is ever on anymore, lol... (Just like the chat use to get 100 + people, now 5+)
About gamespy, as far as I know gamespy still supports Unreal Tournament on Dreamcast. The only problem is that there are no dedicated servers. If you can set up a server, then it will be shown in gamespy and anybody with UT on Dc could just login and play just like Quake 3 Arena.
Well at best, the Dreamcast may see a server but without the master list, it cannot complete the log on or else the DC would have been online with UT. So the dedicated server would not make a difference. There was a failed attemp during the beginning of the year which seen some advancement, but not completion of connectivity.
