Apparently there are no plans to make it open source.

Due in part to his desire to keep Insignia centralized, Usher won’t be open-sourcing the code right away, if at all. In fact, he’s currently the sole developer. However, he’s safeguarding the source with “certain trusted individuals, so [Insignia] can be continued or revived in the event of us being no longer able to work on it.”

Too bad he doesn't plan to open source it, I totally understand but we had seen so many nice projects being lost after their developers quit.

It's his project so it's his decision though. I wish him the best luck, I never played Xbox online back in the day but would like to try this time.
