I often wondered that as well. Unreal on PC is a really awesome game, way different to the later online oriented Tournament games. Really a fully fledged singleplayer story experience I would love to see on DC, but like Quake 3 Arena, Unreal Tournament is a Katana SDK game. Not windows CE like the much easier modable games are. However, I do know people got Quake 3 PC maps working on Dreamcast as there actually used to be a version of the game released on modded ISO which had dozens and dozens more custom maps and character avatars. So it still may not be out of the question. Somebody who is well versed in the Unreal Engine should be able to look at the game files and say if modding it is remotely possible.
