Not going to be pessimistic, but even the PS2 has twice the memory of the Dreamcast.
There was already a lot of trouble getting the music to work in SM64 due to memory constraints.
But one can try :)

You really shouldn't base it off that . Keep in mind all 3ds models are considerably more powerful than the Dreamcast, heck they are more powerful than the Wii. Then there's ram and there no contest there. Also portiing isn't just a button you click, they would have to rewrite memory management, graphics library , input and so on ,THEN hunt down bugs. It's a massive undertaking for such a huge game.

No one seems to want to touch this because of copyright reasons and complexity since it would have to be re written with the DC in mind. It's not impossible but you would have to find a dedicated person/team.

with a resolution of 800×240 pixels (effectively 400×240 pixels per eye, or WQVGA).

maybe be powerfull but keep in mind 3ds renders at lower resoloutions....jst saying

Maybe someday with the right optimizations we can see a version for Dreamcast, that would be incredible.

For people who are interested in older GTA-like open world games can check out C.O.P. the Recruit which was released on Nintendo DS. And damn, that game looks impressive, considering limitations of the original DS. So for people who doubt, that open world 3D game with reasonable interactivity could be made on Sega DC there are two arguments : 1. Driver 2 on PS1. 2. C.O.P. the Recruit on NDS. The gap between Dreamcast vs PS1/NDS is MUCH wider than Dreamcast vs PS2/PSP.
As for GTA 3 version for DC, people already discussed a lot. It can be done, but with some cuts and DC specs in mind.
Also would be extremely cool to see Chinatown Wars coming to DC at some point.
