As with Mario Party 4, I would think it comes down to what can be done in terms of the differences in memory. If the Pc version of GTAIII was able to be squashed down to fit, perhaps anything is possible with a bit of down sampling.

DC - 16Mb system ram, 8 mb video and 2mb sound
GC - 24mb system RAM, 16MB video.

These games have some special effects that the Dreamcast may not support. Even in GTA Vice City the Dreamcast cannot handle the raindrop effect on the screen.
