Audio problem: no dialogue in Resident evil code veronica.

When I play RE code veronica the dialogue wont play. All the other sound in the game works fine, only the dialogue wont play. Sometimes the occasional word will play but its rare. I have two copies of the game and they both have the same problem. Other games (Shenmue, Soul Reaver) seem to work properly.

Are you playing a NTSC-U version on a PAL console?

Im using NTSC game on NTSC U console.

Also, I was just playing House of the Dead 2 and I kept hearing a high pitch beep every few minutes. It wasn't very loud but I would hear it a couple times and then it would stop.

I tried my other copy of code veronica and the dialogue works but the game freezes whenever I transition from one area to another.
