HDTV and Transcoder/Upscaler

Can someone recommend a good not too expensive Transcoder Upscaler for HDTV Sega Dreamcast gaming that can upscale the resolution of games from 480P to 720?

Would it really make that much of a difference? What I mean is, will it be noticable compared to regular 480p VGA?
