Why guess, it is enough to check IP
If IP does not match, no configuration will help, you need to buy VPN with dedicated IP or service Static IP from provider

P.S. Free VPN services do not provide dedicated IP address

well thank you, tplink router supports no ip and dydns but no ip does not log, dydns is not cheaper at all

considering i will change my 4g provider in a week or so i might wait for that..

You should be able to DMZ just the Dreamcast IP. But, you need to keep this in mind:

"TP-Link router includes four forwarding rules. If two or more rules are set, the priority
of implementation from high to low is Virtual Servers, Port Triggering, UPnP and DMZ."

So, make sure you have no rules defined for those other services.

Is your PI connected directly (wired) to the TP-Link router?

You've verified that the dreamcast does indeed get assigned 192.168.1.98?
