I've don't believe it's possible to forward the same port to multiple IPs. In fact, most routers won't even let you do that as you can see here:

Also, port forwarding takes priority over DMZ so if you have DMZ set for one IP and port forwarding to another, packets will go to the port forwarded IP.

Maybe can be done with outside and individual firewall solutions, like mikrotik.

Unfortunately, there is no way to forward the same port to two separate IP addresses behind the same NAT. It doesn't matter what fancy piece of equipment you put in front, if you only have one IP address coming in, you can't divide the same port on that same IP address.

If you had multiple IPs coming in from your ISP, it'd be possible (of course), assuming each Dreamcast only used one of those external IP addresses. But I'm pretty sure there there are no residential ISPs that give you multiple IPv4 addresses and highly doubt any even offer that option.

Now, you could do something like this with a VPN or something, but that'd require paying for a VPN service and would probably give you unbearably bad lag.
