If there's a system disc and a gdrom disc, that suggests it is something that was developed with sega's official SDK, most likely back in the day. Could be an unreleased prototype title, or a pre-release build of a regular title.

My hunch is its something to do with Take the Bullet.

I think Dark might be right with the Take the Bullet guess though. I recall it being mentioned that the original developer/owner of the game was said to be up for releasing the last build. (Or something along those lines)
