As someone who has reverse engineered the DLCs and ported their assets to SADX I'm pretty sure there's no "file" that activates the DLC. It's most likely activated based on the region of the game and/or console. Since you've got this working on a PAL copy of the game, it's most likely a region lock tied to the game's region. The DLC itself is contained entirely in the VMS file.

If I can make an image that boots in dreamshell I'll test on hardware. Anyone know of any tips or guides or tools to help with that? 0 knowledge on our side.

Also of note somehow the game decides which dlc to use but I don't know how.

First I grabbed the wrong one, Halloween dlc and then later added the rebook one and all the Halloween stuff was gone.
