Sonic Jam for Saturn, is that like Smash Pack? I mean is it an emulator or did they actually make a port of the games to saturn?

Its actual port on Saturn as a far i know.

Yes, it was the only time when Sega did actual ports of the 3 games + Sonic and Knuckles.
