Sounds like a very big project im afraid. You want this done you will need to a huge amount of money to start with and also alot of developers thats interested in such big project.

If you want it done for the Dreamcast i belive there are to few active developers around i the dreamcast scene, and even if everyone of them got together it would probably be a to big project. Besides most of theese gr8 developers are busy atm with smaller projects.
