Virtua Cop 1 and 2
Fantastic games. With a little thrifty shopping you could get both plus a light gun for around $30 - 40
Panzer Dragoon and Panzer Dragoon Zwei
These games are sometimes overpriced, but if you wait it out you can get a good deal. Sometimes the JP versions are cheaper and if you can play imports, they play just the same
Winter Heat
A fun arcade-style winter olympics game. The graphics are surprisingly good and so is the gameplay.
Sega Rally
A good game that you can pick up and play, have fun with but will take you a couple of hours (at least) to really master.
Galactic Attack
A vertical shooter, otherwise known as Layer Section in Japan. Good graphics, good gameplay mechanics and usually pretty cheap.

I just picked up Fighters Mega Mix and its actually a lot of fun. I tend to hate 3d fighters but with the amount of unlockables I might just stick around long enough to get attached to the game. Usually goes for ~$10 btw

Just want to add that despite having the 3d controller and liking it quite well games like Nights and Panzer Dragoon still handle phenomenally with the regular Saturn controller. Just thought I'd add that since without the 3d controller Nights sells much cheaper

Shellshock is a surprisingly fun tank sim that you can find dirt cheap. Check out my First Look video on it below.

Yeah I'd highly recommend it, good mindless fun with a bit of depth should you care to learn. I haven't beaten it yet but it feels great to just sit down and play a level after a long days work. My only complaint would be that sometimes the briefing is a bit obscure (kill this this and this but don't kill that while you go in to the match not really knowing what that looks like) but it isn't very common.

Wanted to add Galactic Attack here, what an incredible shmup!! And any fans of Border Down can see where G.Rev took from this game and their others while with Taito.
