Hello, I'm new here, I came here because of a post on reddit, please, I would like to know if a 12V line is really necessary to power the VGA output

Not for VGA. I use VGA and disabled 12v and have no problems. 12v is required for RGB via a SCART cable. The RGB signals will still be output correctly, so if you have a monitor accepting RGB via BNC or something that does not require 12v, that will still work. It's just SCART that won't work.
