non-mil cd dreamcast

Hi guys,
I'm quite new to the dreamcast scene (well I was an original owner but it's been over 10 years).
Heard that there a number of dreamcast consoles that won't play burnt games (or self boot them atleast).
one simple question; are PAL consoles free from this issue?
